Prohibiting large grocers from distributing disposable plastic bags at the point of sale, and requiring they charge a fee for disposable paper bags
Fort Collins, Colorado, Municipal Code § 12-305
Last Visited 5/7/26
Policy Summary
This section is part of a larger law, which, among other things, generally prohibits “large grocers” from distributing disposable plastic bags at the point of sale, and requires them to charge customers a fee for disposable (100% recycled/post-consumer content) paper bags. Not withstanding the general provisions, this section allows large grocers to provide a disposable paper bag to a customer at no charge if the customer presents, at the time of purchase, certain types of documentation approved by the City Manager that reflect participation in a federal, state, county or City income-qualified aid program, “or such other indicia of need as determined by the City Manager from time to time.”
